Stephen specialises in advising Universities and Colleges on all aspects of funding and project structuring, particularly in relation to student accommodation provision, in the UK and Ireland. He also provides strategic advice and PPP advisory services to both public and private sectors, particularly in the education and charitable sectors.
Stephen recently advised a sovereign wealth fund on its acquisition of a minority stake in UPP (University Partnerships Programme) and is currently advising the Universities of Sussex, Bristol and Swansea on structuring of additional student accommodation. Stephen also recently advised the Universities of Edinburgh and Exeter on student accommodation provision and the development of an international student centre in partnership with INTO in Exeter. Stephen also advised Bangor University on its £45m loan from the European Investment Bank (EIB) and is active in seeking alternative funding solutions for a wide range of Universities, including capital markets and institutional funds.
Stephen joined Quayle Munro in May 2001 from FirstGroup, having previously worked in transport consultancy and the public sector, and set up QMPF following an MBO in July 2012. Stephen is a Trustee of two charities with a focus on young people and Africa.
He graduated from Glasgow University with a BEng (1st Class Hons) in 1987, Napier University (MPhil) in 1990 and Heriot Watt (MBA) in 2002.
